Despite doing a lot of trade with China, and having some industrial power (Germany) I haven't noticed sections of Europe being a "hollowed out rust belt," maybe because regional migration is easier. The other explanation is that Europe has extreme employment restrictions on firing, so that it is easier for workers to prepare for and shift to new forms of employment.
But the other explanation is that (in the case of Germany and eastern Europe) there has been huge internal migration from east to west, which has created abandoned villages and communities. Less visible drug use might have to do with different policies of enforcement or a different culture surrounding risky behavior.
It seems better from my vantage point to let people abandon low-employment areas to seek out high-employment areas, than to increase the cost of housing such that people remain stuck and resort to drug use.
Unmentioned is that, for Germany specifically, trade with China actually increased manufacturing exports and employment. However I dealt with America only.
